"Don Tappan request dimensional parking variances to renovate an existing 23,472 square foot building into a 14-unit residential loft structure that will include commercial space on the ground floor. The subject site is within an M3 Zone (SingleFamily Residential District). The Board shall be authorized to hear dimensional variance requests for matters that are beyond the scope of BSEED’s 10% administrative adjustments for a variance of the minimum setbacks: deficient parking. 38 spaces required, 0 provided, 38 parking spaces deficient. (Sections 50-4-131 (6)- Permitted dimensional variances and 50-4-121 Approval Criteria). AP ACTION OF THE BOARD: Mr. Boman made a motion to Grant dimensional variance to dimensional parking variances to renovate an existing 23,472 square foot building into a 14-unit residential loft structure that will include commercial space on the ground floor. April 2, 2024: $400,000-plus Neighborhood Enterprise Zone Certificate preliminary approval | Michigan State Tax Commission

Preliminary approval with certificate held in abeyance pending Section 10 requirements. Detroit City Council documentation projected the tax savings to the developer to be $433,788.

December 31, 2023: Commercial Facilities Exemption Certificate approved | Detroit Economic Growth Corp.

According to the Detroit Economic Growth Corp., a Commercial Facilities Exemption Certificate was approved in 2023. Detroit City Council estimated the tax value to the developer to be $302,646.
